The Vestry 2010

In the Episcopal Church the laity have a crucial leading role in the governance and decision-making of the church.  This ministry is formally exercised through a “Vestry,” whose members are elected by the parish.  Vestry members serve three-year terms of office.  Their basic responsibilities are to manage the financial affairs of the parish; to help define and articulate the mission of the congregation; to support the church’s mission by word and deed, to select the rector, and to ensure effective organization and planning.

The rector is the presiding officer of the Vestry and selects a “Senior Warden” from the elected members. The senior warden leads the parish between rectors and is a support person for the rector. A “Junior Warden” is elected by the members of the Vestry to be the primary eyes, ears, and voice of the congregation in parish leadership.

VESTRY MEETING
ST. PAUL’S EPISCOPAL CHURCH
June 10, 2010
Present: Fr. Richard Godbold, Zoe Connor, Fred Mulfinger, Joe Loge, Ethan Black, Bill
Harness, Dave Black, Lisa Watson, Bob Jeffers, Jon Green.
Apologies: Sydney Hardgrave, Jerry McCandless, Caroline Fairbanks
I. Fr. Richard called the meeting to order; Dave Black led a devotional, and everyone
prayed the Prayer of Self-Dedication
II. Members shared personal updated/reflections.
III. Treasurer’s Report
A. Faith receipts for May were about $200 under budget, but YTD figures are virtually
even, and the first Sunday of June was well above historical norm.
B. The audit option available through the diocese proved only to be available to parishes
with an annual budget under $100,000. We have an engagement letter with a
maximum fee of $6000 from Riney Hancock for the 2010 audit, and our Treasurer
believes it likely that we will under-spend that maximum amount, especially given
more stringent accounting controls and the fact that we can now send electronic
financial reports. It was discussed that Riney Hancock has been more than fair and
above board in their dealings with St. Paul’s. Vestry approved motion by Emily
Phillips, seconded by Zoe Connor, that Riney Hancock be engaged for the 2010 audit.

C. Capital campaign funds: Discussion held on topics 1). Paying off Begley Annex
Mortgage and 2). Investment options for Roof Fund. Evansville Commerce Bank
offering CD at 1.75% and savings account at 1.35%.
IV. Consent Items
A. Motion byBob Jeffers to receiveTreasurer’s Report, no second required, approved
by Vestry.
B. The May Vestry Meeting minutes were accepted with a motion by Joe Loge,
seconded by Bob Jeffers
V. Oral Reports
A. Rector:
1. While no fixed go-live date can yet be fixed for the new St. Paul’s website,
the Rector reports excellent progress.
2. Soup Kitchen: discussion held about what will happen with December 4th
Saturday Soup Kitchen. This is Christmas Day. The idea of making this an
extra-special St. Paul’s sponsored Soup Kitchen day is being considered.
3. Safeguarding Our Children: St. Paul’s has the 3rdmost people in the Diocese
to have gone through the program. A letter of recognition and appreciation
for their part in this accomplishment will be sent to Marge Gianopoulos,
Anne Loge, and Elizabeth Hiett.
4. Stewardship: Discussion held re: obtaining materials from Parish Resources
Inc. and the possibility of sending a delegate to this summer’s conference of
the National Episcopal Network for Stewardship being held in Indianapolis
in July. Discussion re: reminder of Electronic Transfer for monthly giving.
Father Richard & Emily Phillips to get reminder of on-line bill pay set
up (by each giver) for Epistle. Fred Mulfinger to work on funding for
TENSconference delegate.
B. Senior Warden: Mission Minutes for Annual Convention due to Kathy Copas by end
of July. Dave Black and Bob Jeffers, presumably with help from Thea Bibbs, are
going to work on this project.
C. Buildings & Grounds (Zoe Connor, Junior Warden):
1. Sue Huck to complete bid process for roof repair upon return from vacation.
Capital Campaign steering committee to meet 6/14/10.
2. Undesignated moneys: Discussion held re: handling of undesignated
donations or legacies (moneys not designated for Capital, Faith Receipts, or a
Specific Purpose). Passed by last Vestry: undesignated gifts default to
Capital Stewardship Campaign. This ruling will have to be rescinded before
making a new policy. St. Paul’s received an undesignated gift of $21,000.
Discussion held re: placing this money into Roof Fund, which currently
consists of about $40,000
VI. Old Business:
A. Pay off Begley Annex. Action Item: Vestry approved motion by Zoe Connor,
seconded by Bill Harness, to pay off mortgage for Begley Annex.
B. Capital Stewardship/Undesignated Gifts: Action Items:
1. Vestry approved motion by Zoe Connor, seconded by Lisa Watson, to
rescind 2009 Vestry decision relegation all undesignated gifts to Capital
Stewardship Campaign; gifts now to be allocated on a case-by-case basis by
the Vestry.
2. No vote by vestry on motion by Zoe Connor, seconded by Jon Green, to
place undesignated $21,000 gift in Roof Fund.
3. Vestry passed motion by Bob Jeffers, seconded by Fred Mulfinger, to table
the decision of the use of the undesignated $21,000 gift until after the
Steering Committee discussion of Capital Campaign projects (meeting
scheduled for 6/14/10).
